- Published agency rates run from $25 to $100 an hour. StepTo lists $25 to $85 an hour, New Wave Devs lists $70 to $85 for a senior developer, Uvik Software lists $50 to $99 by role, and Odesa starts at $45. Remotely skips the hourly rate: you pay the engineer's salary plus a $1,000 or $2,000 monthly fee. Arc's freelance network spans $15 to $110+.
- The big names do not publish rates. BairesDev, Innowise and Lemon.io quote per request. Toptal publishes no hourly rate but charges a $79 monthly subscription once you proceed with matching.

What Is an IT Outstaffing Company?
An IT outstaffing company, as Direcstaff uses the term in this guide, is a vendor that hires software engineers as its own employees or contractors and assigns them to work full time on your product, under your management. Direcstaff uses that definition because it is how the vendors describe themselves. New Wave Devs, for example, calls itself "an IT staff augmentation and outstaffing partner" and sums up the split as "you direct the work, we handle sourcing, HR, and payroll." StepTo's staff augmentation card says the same thing in fewer words: "You manage the work; we handle employment, HR, and logistics."
Three things make it outstaffing rather than something else:
- You set the priorities. The developer joins your standups, works in your repository and takes tickets from your leads.
- The vendor is on the paperwork. The vendor signs the developer's contract, runs payroll and deals with local labor law in the developer's country.
- The developer is dedicated. New Wave Devs puts it plainly: developers work "as part of your team, in your tools and sprints, not split across other clients."

Two patterns stand out. The vendors that publish a rate are mostly small and mid-sized firms, and the large nearshore names quote per request, so you cannot compare BairesDev or Innowise with StepTo until you have a written quote in hand. And "replacement guarantee" means very different things: 7 days at New Wave Devs, 30 days at StepTo and Uvik Software, and nothing stated on Remotely's pricing page.

The order groups vendors by model: a cost-plus vendor first, then the large nearshore and Eastern European firms that appear on the top-ranking lists for this search, then rate-card outstaffing vendors, then freelance networks, then the onshore alternative.
A vendor made the list if its own website describes a model where you direct a dedicated developer and the vendor handles employment, and if it either publishes its prices or appears on the IT outsourcing rankings that lead this search. Innowise, for example, is one of the companies named on the limeup.io list of IT outsourcing companies. Every number came from the vendor's own page, not from a directory or a reseller. Where a vendor states something about itself, such as Toptal accepting "fewer than 3%" of applicants, Direcstaff attributes it as the vendor's claim.
The large IT services firms, Accenture and Tata Consultancy Services among them, are left off on purpose. They mostly sell outsourcing, where the vendor owns delivery, rather than dedicated developers who answer to your tech lead.
The 11 IT Outstaffing Companies, One by One
Each IT outstaffing company below gets the same Direcstaff treatment: the vendor's model, its published terms as of 2 October 2026, and the trade-off Direcstaff would want to know before signing.
1. Remotely: cost-plus outstaffing from Latin America
Remotely is the most transparent pricing model in Direcstaff's IT outstaffing comparison. You negotiate pay directly with each engineer, and Remotely says "every dollar goes to the developer." On top of that you pay a flat management fee of $1,000 a month when the engineer earns under $5,000 a month, or $2,000 a month at $5,000 or more. Remotely says the fee covers sourcing from "7,000+ vetted LATAM engineers", retention check-ins, payroll, PTO, equipment and local labor law, with no placement or success fee, and tells buyers to expect "roughly 50% of US rates" for engineer pay.
Trade-off: the fee is flat, so it is a larger share of the bill on a cheaper engineer. At $4,900 a month in pay, $1,000 is about 20% on top. At $9,000 a month, $2,000 is about 22%. The pricing page does not state a minimum term or a replacement window, so ask for both in writing.
2. BairesDev: large nearshore staff augmentation
BairesDev is the best-known nearshore name in Direcstaff's IT outstaffing comparison, and its staff augmentation page says it adds "nearshore software engineers and tech professionals to your internal teams." BairesDev says it typically stands up teams in 2 weeks, with "Teams ready in 2-4 weeks", and that its engineers "work in your time zone, use your tools, and communicate clearly in English." It markets "top 1% tech talent", which is its own claim. No rates are published.
Trade-off: you cannot price BairesDev against the rate-card vendors without a quote, and a large vendor's quote usually bundles delivery management you may or may not want. Ask whether a delivery manager is billed separately.
3. Innowise: Eastern European staff augmentation and dedicated teams
Innowise is one of the vendors named on the limeup.io IT outsourcing list, and Direcstaff includes it in this IT outstaffing comparison because it sells staff augmentation and dedicated teams alongside project work. Its page says you can "hire vetted developers from Eastern Europe, get CVs within 1-2 days," with "SLA-backed replacement and knowledge transfer", and claims 3,500+ vetted professionals. It also claims you can "reduce hiring costs by 50%", which is a vendor claim, not a measured figure. No rates are published.
Trade-off: Innowise sells full-cycle development too, so be clear in the first call that you want developers under your management, not a project team under theirs. The contract type follows that answer.
4. StepTo: published rate card from Serbia
StepTo publishes the most complete rate card in Direcstaff's IT outstaffing comparison. Its rates run $25 to $85 an hour, with most delivery work at $35 to $75. Staff augmentation starts at $4,500 a month per developer with a 3-month minimum, weekly billing on net-7 terms, a two-week paid trial and a 2 to 4 week ramp-up. A dedicated team starts at $13,500 a month for three engineers, with a tech lead included and six months recommended. Both models carry a replacement guarantee for the first 30 days at no extra cost, and scaling down needs 30 days' notice.
Trade-off: the 3-month minimum and the 30-day notice period mean a mis-hire you spot in week three still costs you more than two months. StepTo's own team sits on Central European Time, so ask how overlap with a US afternoon is handled.
5. New Wave Devs: month to month, no lock-in
New Wave Devs is the most flexible contract in Direcstaff's IT outstaffing comparison. Its FAQ lists a middle developer at $50 to $60 an hour, a senior at $70 to $85 and a team lead at $85 to $100, says the rate covers "sourcing, vetting, contracts, and payroll", and states "No minimum and no lock-in." Trade-off: the free replacement window is 7 days, the shortest in this comparison. Month to month cuts both ways, too: the developer's commitment to you is as flexible as yours to them.
6. Uvik Software: senior Python and data engineers
Uvik Software is the specialist pick in Direcstaff's IT outstaffing comparison, built around Python, AI, data and backend work. Its pricing page, marked "Last updated: September 2026", lists rates of $50 to $99 an hour by role, engagements from $25,000, profiles within 48 hours of a signed statement of work, engineers embedded within two weeks and a 30-day free replacement guarantee. It says it employs 50+ senior engineers in-house under a no-freelancer policy.
Trade-off: hourly contracts carry a 140-hour minimum and the engagement floor is $25,000, so Uvik Software suits a planned build better than a two-week patch. A bench of about 50 engineers also limits how fast it can scale a large team.
7. Odesa: low starting rate, separate direct hire fee
Odesa has the lowest published starting rate among the agency vendors in Direcstaff's IT outstaffing comparison, at "from $45/hr" for remote senior engineers from Latin America and Europe. Engagements are month to month with a two-week trial whose billing terms are agreed before work starts, and its pricing page reports a contract-to-interview average of 4.2 days. Odesa also sells direct recruitment at a flat $7,999 per successful hire, with a 90-day replacement guarantee and the engineer's pay billed separately.
Trade-off: "from $45" is a floor, and Odesa says experience, responsibilities and availability set the final quote. Ask for the rate on the actual candidate, and ask whether the two-week trial is billed.
8. Toptal: freelance network with a trial
Toptal is the largest freelance network in Direcstaff's IT outstaffing comparison, and it sells independent contractors rather than vendor employees. Toptal's FAQ says it introduces candidates "within 24 hours" in almost all cases, starts every engagement with a trial of up to two weeks that is not billed if you are not satisfied, and accepts fewer than 3% of the 200,000+ people who apply each year. Its pricing page lists a "$0" recruiting fee, but the FAQ adds "a flat monthly subscription fee of $79" once you proceed with matching. No hourly rate is published.
Trade-off: the people are freelancers in 100+ countries, not employees of Toptal. That changes who you call if someone leaves, how IP is assigned to you, and what your security review has to cover.
9. Arc: published freelance band and a full-time option
Arc publishes the widest price band in Direcstaff's IT outstaffing comparison: freelance hires at $15 to $110+ an hour, and full-time hires at 20% of the annual salary. Freelance hires come with a risk-free trial of up to two weeks, and Arc says its pool covers 20M+ candidates worldwide, with AI screening and a dedicated recruiter on both plans.
Trade-off: a band that runs from $15 to $110+ tells you almost nothing about your role. Arc is a marketplace, so the vetting depth and the employment relationship differ from a vendor that employs its engineers.
10. Lemon.io: vetted freelancers, no published rates
Lemon.io is the freelance network in Direcstaff's IT outstaffing comparison that leans hardest on speed. Its site describes it as "a platform that connects businesses with top freelance developers" across Europe, Latin America, the US and Canada, lists "Matching time ~24 h" and an "Acceptance rate 1.2%", and says there is no minimum number of hours, no minimum duration and "No upfront fees." You own all IP produced for your project. The pricing page shows no rates.
Trade-off: without a rate card you are comparing quotes one candidate at a time, and the developer is a freelancer, so plan for continuity if they leave.
11. Direcstaff: the onshore alternative to IT outstaffing
Direcstaff is on this list as the onshore alternative to IT outstaffing, not as an offshore vendor. Direcstaff places US-based IT contractors, software, cloud and DevOps, data, AI, cybersecurity, ERP and IT support, on its own W-2 payroll, so Direcstaff runs payroll, withholds payroll taxes and carries unemployment insurance and workers' compensation while you direct the work. Direcstaff returns 2 to 4 screened candidates within 48 to 72 hours of a detailed brief, a selected contractor typically starts in 5 to 10 business days, and engagements usually run 3 to 18 months. Trade-off: onshore costs more per hour. Cleveroad's May 2026 review of US staff augmentation vendors says "Fully on-shore US firms with American engineers on payroll typically charge $150 to $200," against $50 to $99 for senior engineers at firms with Latin American or Eastern European benches. Read the senior column before the junior one. Latin America and Europe overlap almost completely at the senior level, so the choice between them is about time zone, not price. Asia is far cheaper at the senior level, with the least overlap with a US working day. The vendor rates in Direcstaff's comparison table are not exact matches for these regional bands. StepTo's $25 to $85 range spans below and above Accelerance's European senior range. New Wave Devs' senior $70 to $85 range overlaps that European range but extends above it.
What IT Outstaffing Really Costs: The Trade-offs Vendors Bury
The hourly rate is the number every IT outstaffing vendor leads with, and Direcstaff thinks it is the least useful number on the page. These are the costs and risks that only show up in the contract, each one taken from the vendors' own published terms above.
- Minimum terms. StepTo requires a 3-month minimum on staff augmentation. Uvik Software sets a 140-hour minimum on hourly work and engagements from $25,000. A mis-hire inside the minimum is still billed.
- Replacement windows. Free replacement runs 7 days at New Wave Devs and 30 days at StepTo and Uvik Software. Past the window, a replacement search may be on your time.
- Notice periods. StepTo asks for 30 days' notice to scale down. That month is part of the cost of ending an engagement.
- Platform fees. Toptal's pricing page says the recruiting fee is $0, and its FAQ adds a $79 monthly subscription once you proceed with matching.
- Buyout and conversion fees. Hiring the developer onto your own payroll costs money at most vendors. Arc charges 20% of annual salary for full-time hires, and Odesa charges $7,999 per direct hire. Ask every outstaffing vendor what a buyout costs before the first invoice, not after.
- Management overhead. Outstaffing gives you a developer, not a manager. If nobody on your side can review code and set priorities daily, you are buying outsourcing at outstaffing prices without the delivery accountability.
- Time zone. Asian senior rates of $31 to $41 an hour come with the least overlap with a US day. Price the hours your senior engineers will spend unblocking someone overnight.
- Who employs the developer. With an outstaffing vendor, the developer works for the vendor under the vendor's local law. With Toptal, Arc and Lemon.io, the developer is usually a freelancer. Is IT Outstaffing Worth It?
IT outstaffing is worth it, in Direcstaff's view, when you have the engineering leadership to direct the work and the work can live with a partial time zone overlap. Direcstaff gives buyers the same short test at intake, and it cuts both ways.
IT outstaffing usually pays off when
- You have a tech lead or engineering manager who can set priorities and review code every day.
- The work is a long-running product stream, not a two-week fix, so a ramp-up and a minimum term are worth paying for.
- Your data and code can legally be worked on from another country.
- Four to six hours of overlap with a nearshore team, or less with an offshore one, is enough for how your team works.
IT outstaffing usually disappoints when
- You want someone else to own the outcome. That is outsourcing, and you should buy it as outsourcing.
- The work touches regulated data that has to stay in the United States, or needs a background check and clearance process run under US law.
- You need someone for a few weeks. Minimum terms and ramp-up time eat most of the saving.
- Your team runs on live pairing and same-day decisions across a full US working day.

The biggest IT outsourcing companies are the global IT services firms, and Direcstaff keeps them separate from the IT outstaffing companies above because they mostly sell outcomes, not dedicated developers under your management. Two figures give the scale. Accenture reported revenues of $74.18 billion for fiscal 2026, the year ended 31 August 2026, in its results release of 1 October 2026, and describes itself as approximately 814,000 people. Tata Consultancy Services reported $30,017 million in revenue for the year ended 31 March 2026 and 584,519 employees, in its FY26 results of 9 April 2026.
Firms of that size will staff a team for you, but usually inside a statement of work with their own delivery managers. Is Outsourcing a Dying Concept?
Outsourcing is not dying, and the IT outstaffing companies Direcstaff compared are selling into a market that still grows. What are the top 50 IT outsourcing companies?
There is no neutral, free top 50. RevenueBase's directory counts 17,617 offshore IT outsourcing companies worldwide and lists its 25 largest, and GoodFirms ranks providers by its own Value Score. Direcstaff suggests shortlisting three to five vendors whose model matches yours and comparing written quotes, minimum terms and replacement windows.
Is outsourcing a dying concept?
No. Gartner's July 2026 forecast puts worldwide IT services spending at $1.570 trillion in 2026, up 5.3% from 2025. Growth is slower than in data center systems and software, but the category is still growing, and Accelerance found Latin American development rates fell 7.1% in 2025.
Is IT outstaffing worth it?
It is worth it when you have a tech lead who can direct the developer every day, the work runs for months rather than weeks, your data can be handled abroad, and partial time zone overlap suits your team. It disappoints when you want someone else to own the outcome, when regulated data must stay in the United States, or when the need is only a few weeks long.
Who owns the code an outstaffed developer writes?
You should, but only if the contracts say so. The developer assigns IP to the outstaffing vendor under their employment or contractor agreement, and the vendor assigns it to you under yours. Ask to see both links in that chain. Lemon.io, for example, states that you own all intellectual property produced for your project.
Which IT outstaffing companies publish their prices?
Of the 11 companies Direcstaff compared, StepTo, New Wave Devs, Uvik Software, Odesa, Remotely and Arc publish prices on their own websites. Toptal publishes a $79 monthly subscription but no hourly rate. BairesDev, Innowise and Lemon.io quote per request. Direcstaff quotes a bill rate per role and does not publish a rate card.
Is Direcstaff an IT outstaffing company?
Not in the offshore sense. Direcstaff places US-based IT contractors on its own W-2 payroll while you direct their work, which is the onshore version of the outstaffing model. Direcstaff returns 2 to 4 screened candidates within 48 to 72 hours of a detailed brief and cannot place developers who live outside the United States.
